ADR 2023 is a mandatory requirement of UK legislation.

Carriage of Dangerous Goods and Transport of Pressurised Receptables Act  2020  (CDG/TPR), In embracing ADR 2023, states that "the functions of safety advisers shall include in amongst others the following":

  • Monitoring compliance with the rules governing the transport of dangerous goods for all involved.
  • Advising any employer on the transport of dangerous goods.
  • Ensuring that an annual report to the employer is prepared on all activities concerning the transport of dangerous goods. Monitoring the statutory practices and procedure relating to the activities of the employer which concern the transport of. dangerous goods and which includes the proper training of the undertaking employees.
The Competent Authorities define "transport" as 'those Concerns' who consign, pack, load, unload or transport dangerous goods as defined in ADR 2023 Chapter 1.8.

ADR 3.4 (LQ) requires appropriate training for limited quantities.
